The PPP Agency is inviting an Environmental Specialist and a Social Specialist to join the Project Implementation Unit (PIU) for the PREPARE Ukraine project (under the Ukraine Government PPF)
The International Bank for Reconstruction and Development (IBRD) will assist Ukraine in financing the Project “Preparation of Sustainable Projects to Promote the Recovery of Ukraine (PREPARE Ukraine)”(hereinafter referred to as the Project), which is aimed at supporting Ukraine in preparing for the implementation of projects submitted to the PPP Agency under the Ukraine Government PPF programprioritized as part of the Ukraine public investment management (“PIM”) process and approved by the Strategic Investment Council, and at the same time building the capacity of the Government of Ukraine to ensure effective management of public investments.
The Project will be implemented under the general supervision of the Ministry Economy of Ukraine by the Project Implementing Entity – State Organization “Agency on support Public-Private Partnership” (PPP Agency).
PPP Agency will create a Project Implementation Unit (PIU) for day-to-day management and coordination of the Project and provision of assistance to the Project in disbursement issues, financial management, reporting and other Project related activities. PIU shall be responsible for general coordination of activities and reporting under the Project [through the Ministry Economy of Ukraine].
The need for the PPP Agency to engage consultants by purchasing their services is justified by the need for effective implementation of Project activities, assisting the staff of the PPP Agency in day to day Project operations and the decision-making process.
ENVIRONMENTAL SPECIALIST
Environmental Specialist shall make arrangements to
- initiate and conduct Environmental Impact Assessment (EIA) and identify potential impacts that may be caused by Project related activities at pre-feasibility and feasibility stages and determine necessary mitigating actions and
- monitor on a regular basis environmental effects caused by activities financed under the Project
- support the capacity building initiative of various stakeholders of the investments.
The Environmental Specialist is responsible for ensuring that all studies and activities of the Project including pre-feasibility studies and feasibility studies and business cases, capacity building, training, and any other technical assistance activities under the Project, including, inter alia, preparing applicable environmental and social assessments and management plans, are consistent with the environmental requirements of the Environmental and Social Framework and Ukrainian national requirements.
The Environmental Specialist will be a part of the core PIU team of PPP Agency. The Environmental Specialist is expected to lead, manage, report and coordinate implementation and compliance with Environmental and Social Standards (ESSs) and legal requirements. The Environmental Specialist shall ensure that all environmental aspects are integrated into PREPARE Ukraine activities. S/He will closely work with Social Specialist of the Project.
Location: Kyiv
Duration of services: the services shall be provided from the start of the implementation period for 1 calendar year (Approximately from 01 August 2025). The services will be provided on a full-time basis with 3 months probation period and option to extend subject to the Consultant’s appropriate performance of the services.

SOCIAL SPECIALIST
The objective of the assignment is to support the PPP Agency in the identifying, assessing and managing social risks and impacts of the Project.
The Social Specialist is responsible for ensuring that all studies and activities of the Project including pre-feasibility studies and feasibility studies and business cases, capacity building, training, and any other technical assistance activities under the Project, including, inter alia, preparing applicable environmental and social assessments and management plans, are consistent with the social requirements of the Environmental and Social Framework and Ukrainian national requirements.
The Social Specialist will be a part of the core PIU team of PPP Agency. The Social Specialist is expected to lead, manage, report and coordinate implementation and compliance with Environmental and Social Standards (ESSs) and legal requirements.
