The PPP Agency is inviting a Legal Specialist and a Financial Management Specialist to join the Project Implementation Unit (PIU) for the PREPARE Ukraine project (under the Ukraine Government PPF)
The International Bank for Reconstruction and Development (IBRD) will assist Ukraine in financing the Project “Preparation of Sustainable Projects to Promote the Recovery of Ukraine (PREPARE Ukraine)”(hereinafter referred to as the Project), which is aimed at supporting Ukraine in preparing for the implementation of projects submitted to the PPP Agency under the Ukraine Government PPF programprioritized as part of the Ukraine public investment management (“PIM”) process and approved by the Strategic Investment Council, and at the same time building the capacity of the Government of Ukraine to ensure effective management of public investments.
The Project will be implemented under the general supervision of the Ministry Economy of Ukraine by the Project Implementing Entity – State Organization “Agency on support Public-Private Partnership” (PPP Agency).
PPP Agency will create a Project Implementation Unit (PIU) for day-to-day management and coordination of the Project and provision of assistance to the Project in disbursement issues, financial management, reporting and other Project related activities. PIU shall be responsible for general coordination of activities and reporting under the Project [through the Ministry Economy of Ukraine].
The need for the PPP Agency to engage consultants by purchasing their services is justified by the need for effective implementation of Project activities, assisting the staff of the PPP Agency in day to day Project operations and the decision-making process.
LEGAL SPECIALIST
The Legal Specialist will work closely with the PPP Agency and provide services to ensure Project’s implementation to comply with the requirements of current Ukrainian legislation, legal screening (checking compliance with legislation) and preparing public investment projects in compliance with applicable legislation, including:
- providing support to the PPP Agency in legal review of the documentation, conducting a detailed legal analysis, preparing preliminary and full Feasibility Studies for projects (in terms of legal feasibility), etc.
- сarry out activities related to protection and provision of other types of legal assistance, in particular, provision of legal information, consultations and clarifications on legal issues, providing legal support to project activities, and other legal documents within the Project, drafting legal documents, etc.
Location: Kyiv
Duration of services: the services shall be provided from the start of the implementation period for 1 calendar year (Approximately from 01 August 2025). The services will be provided on a full-time basis with 3 months probation period and option to extend subject to the Consultant’s appropriate performance of the services.

FINANCIAL MANAGEMENT SPECIALIST
The Financial Management Specialist takes measures to ensure financial management of the Project in compliance with World Bank regulations and national legislation, including providing assistance in preparing supporting documents for applications for funds, preparing and timely submitting the required financial reports to the relevant institutions (World Bank, Ministry of Finance of Ukraine and Ministry of Economy of Ukraine), ensuring the accuracy and sufficiency of financial information, keeping records of all applications for the use of funds, performing preparatory work, support and coordination activities related to audit of the financial statements of the Project and periodic reports (interim financial reports), and performing other tasks required within the framework of the Project implementation.
