Ukraine Government Project Preparation Facility (Ukraine Government PPF) implemented by the PPP Agency with the support of the World Bank: Stakeholder Engagement Plan (SEP), Environmental And Social Commitment Plan (ESCP), Hiring of a Technical Support Contractor

The Ukraine Government Project Preparation Facility is being designed and developed with the technical support of the World Bank in cooperation with the Government of Ukraine, based on the PPP Agency, which is state-owned and managed by the Ministry of Economy.

The establishment of a Ukraine Government Project Preparation Facility (Ukraine Government PPF) will allow the Government of Ukraine (GoU) to prepare identified priority projects for recovery and reconstruction of Ukraine in accordance with quality, fiduciary, and environmental standards to enable quick and effective use of public and donor resources in the near term, while also preparing for Public-Private Partnerships (PPPs) and private finance over the medium term.

Ukraine’s Public Investment Management (PIM) system will be structured around a single, standardized planning and project cycle with the Ministry of Finance, Ministry of Economy, and Ministry of Community and Territorial Developmentplaying coordinating and gatekeeping roles. To ensure effective strategic planning, the Government has established the Strategic Investment Council as a temporary advisory body of the Cabinet of Ministers of Ukraine. This council plays a key role in setting strategic priorities for public investment, both using the state’s own resources and funds from international partners. The current multiple channels for public investment projects will be replaced by a Single Project Cycle established under the Public Investment Management (PIM) system, resulting in a Single Project Pipeline (SPP) approved by the Strategic Investment Council, including all national, regional and municipal projects of national strategic interest. 

The Ukraine Government PPF will be part of a Framework for Project Preparation for Ukraine (FPPU) that is in the process of being co-developed under the leadership of the GoU and with key partners within the Ukraine Donor Platform, including the European Commission (EC), European Investment Bank (EIB), European Bank for Reconstruction and Development (EBRD), the United Kingdom (UK), United States (US) and the WBG. Other interested bilateral partners (e.g. Japan, Switzerland) are also being consulted. 

Ukraine Government PPF will have the following elements: 

  • Project preparation and transaction support services,
  • Capacity building through expert and advisory services,
  • Enabling public and private financing.

To facilitate the operations of the Ukraine Government PPF, the World Bank is hiring a Technical Support Contractor (TSC) under the Preparation of Resilient Projects to Advance Recovery of Ukraine (PREPARE Ukraine) project. The TSC will be hired for an initial 1-year period, with potential for extension to 3 years.

In this initial phase of the Ukraine PPF, the Ministry of Economy and the PPP Agency, recognising the importance of effective communication and stakeholder engagement for the successful implementation of recovery and reconstruction projects, prepared a draft Stakeholder Engagement Plan (SEP) together with World Bank consultants. In late January and early February 2025, the PPP Agency and the Ministry of Economy organised and held discussions with the public and private sectors on the Ukraine Government Project Preparation Facility (Ukraine Government PPF).

The PPP Agency will strengthen its cooperation with the public sector throughout the Project Preparation Facility (PPF) lifecycle to ensure that stakeholders are informed in a clear and accessible manner about the objectives, progress and impacts of public investment projects, and that feedback is integrated into the design and implementation of specific projects.

In general, the Ministry of Economy and the PPP Agency shall ensure that the Project is carried out in accordance with the Environmental and Social Standards (ESSs) and this Environmental and Social Commitment Plan (ESCP). In agreement with the World Bank, this ESCP will be revised from time to time, if necessary, to reflect adaptive management of PREPARE Ukraine project changes or unforeseen circumstances or in response to PREPARE Ukraine project performance.
