The PPP Agency and the Agency for Restoration signed a Memorandum to strengthen the institutional capacity for preparing public investment projects
26 September 2025, the State Agency for Infrastructure Restoration and Development of Ukraine (Agency for Restoration), and the PPP Agency, aiming for partnership and mutual support in areas related to the preparation of high-quality priority public investment projects, signed a Memorandum of Cooperation within the framework of the Ukraine Government PPF and the PREPARE Ukraine project.
This Memorandum aims to:
- lay the framework for productive cooperation and contribute to strengthening the institutional and technical capacity of the Agency for Restoration,
- standardise approaches and create conditions for the preparation of large-scale public investment projects, and
- accelerate the mobilisation of funds for their implementation, including funds from international development partners, financial organisations and private partners.
‘We are confident that support from the Ministry of Economy and the PPP Agency within the PREPARE Ukraine project, together with access to global knowledge and the opportunity to exchange experience and establish networks with other programmes supporting the preparation of public investment projects (Project Preparation Facilities, PPFs), will complement the Agency for Restoration’s capacity building as a centre of expertise and strengthen processes for sustainable, transparent and effective investment in Ukraine’s recovery, integrating the principles of good governance, prioritisation, transparency and partnership,’ said Niko Gachechiladze, Director of the PPP Agency.
It should be noted that the project ‘Preparing Resilient Projects to Promote Ukraine’s Recovery (PREPARE Ukraine)’ is being implemented by the Ministry of Economy and the PPP Agency in accordance with the Grant Agreement dated 10 July 2025, with the support of the World Bank, the Ukraine Relief, Recovery, Reconstruction, and Reform Trust Fund (URTF) and other donors.
‘The project aims to standardise processes and create conditions for large-scale restoration: not in isolated areas, but across entire sectors, including transport and social services, critical infrastructure and climate change resilience. The list of specific projects will be determined at a later date,’ emphasised Serhii Sukhomlyn, Head of the Agency for Restoration.
