Consultations on the Environmental and Social Management Framework (ESMF) developed within the framework of the Ukraine Government PPF and the PREPARE Ukraine project

The PPP Agency, under the general supervision of the Ministry of Economy, ensures the implementation of the Project “Preparation of Sustainable Projects to Promote the Recovery of Ukraine (PREPARE Ukraine)”, which being implemented in accordance with the Grant Agreement with the Ukraine Relief, Recovery, Reconstruction, and Reform Trust Fund (URTF) between Ukraine and the International Bank for Reconstruction and Development, dated July 10, 2025.

The PREPARE Ukraine project aims to support Ukraine in preparing for the implementation of projects defined as priorities within the Public Investment Management (PIM) process in Ukraine, as well as to build the institutional and technical capacity of government institutions to ensure effective public investment management and the preparation of high-quality infrastructure projects. This Project is designed to strengthen the processes of sustainable, transparent, and effective investment in reconstruction by integrating the principles of good governance and partnership.

An important component of international requirements for investment projects supported by international financial institutions (IFIs) and development finance institutions (DFIs) is the proper management of environmental and social (E&S) risks and impacts that may occur as a result of such investments, and project compliance with accepted environmental and social standards, international practice, and national legislation. All public investment projects prepared under the PREPARE Ukraine project must comply with World Bank requirements for procurement, environmental and social, and fiduciary aspects.

In accordance with the Grant Agreement and the Environmental and Social Commitment Plan (ESCP), which is an appendix to this Agreement, a draft Environmental and Social Management Framework (ESMF) has been developed. This document will define procedures for identifying, assessing, and managing relevant risks during the implementation of public investment projects.

To strengthen cooperation with the public, private, and civil society sectors in the implementation of the Ukraine Government Project Preparation Facility throughout the entire life cycle of the PREPARE Ukraine project; to ensure that stakeholders are informed about the objectives and progress of the public investment projects selected by the Government (“Government Selected Investments”) in a clear and accessible manner and to ensure that feedback from stakeholders is integrated into the relevant PREPARE Ukraine project guidance documents, the Ministry of Economy, Environment and Agriculture of Ukraine and the PPP Agency is organizing a new series of consultation events.

We invite representatives of the following groups to participate in the consultations:

Representatives of stakeholders from the public, private, and non-government sectors whose activities are related to public investment management (PIM) and preparation of public investment projects in various sectors, including representatives of central executive bodies and other state institutions, state-owned enterprises, local executive bodies, local self-government bodies, etc., development agencies and Reform Support Offices, business support organizations, NGOs, consulting companies that provide services for the preparation of high-quality projects.

Consultations will be held online.

Consultation dates:

November 27, 2025, at 12:00 p.m.                    (public sector)

November 28, 2025, at 12:00 p.m.                    (private and civil society sectors)

Registered participants will receive a link to join via email, as specified in the registration form.

The registration deadline is November 25, 2025, by the end of the working day.

The purpose of the consultations is to:

  • familiarise stakeholders with the PREPARE Ukraine project’s approaches to managing environmental and social (E&S) risks using the Environmental and Social Management Framework (ESMF);
  • to raise awareness among stakeholders about the processes of preparing the public investment projects selected by the Government (“Government Selected Investments”) under the Ukraine Government PPF and the PREPARE Ukraine project in accordance with the applicable the World Bank’s Environmental and Social Framework (ESF) and the World Bank Group’s Environmental and Social Standards (ESSs), the World Bank Group’s Environmental, Health and Safety Guidelines (WBG EHS Guidelines) and Good International Industry Practice (GIIP), and in accordance with national requirements for the preparation of public investment projects.
