A webinar on the integration of SOURCE in Ukraine has taken place

Today, on the 27th of April, a webinar was conducted regarding the launch of the piloting phase of SOURCE integration for the preparation and management of infrastructure projects in Ukraine.

SOURCE is the multilateral platform used for the preparation and management of sustainable infrastructure projects. It is led and funded by Multilateral Development Banks (MDBs). The platform is currently used in 78 countries.

The European Bank for Reconstruction and Development (EBRD) and the Sustainable Infrastructure Foundation (SIF) have adapted SOURCE to become a tool that will strengthen the technical capacity of Ukraine for the development and implementation of infrastructure projects initiated by target Ministries and Agencies. During the development phase, SOURCE was adapted to the Ukrainian context. The next, piloting phase will entail the integration of the secure and standardized SOURCE platform, facilitating the preparation and management of PPP and concession projects.

The webinar was initiated by the Sustainable Infrastructure Foundation (SIF), the European Bank for Reconstruction and Development (EBRD), the Ministry for Development of Economy, Trade and Agriculture of Ukraine, PPP Agency and PPP management office SPILNO, an independent advisory body to the Ministry of Infrastructure of Ukraine. 

77 individuals have participated in the webinar, including the representatives of the aforementioned organizations. Among the participants also were delegates from other Ministries and organizations that are potential public partners in pilot PPP and concession projects in Ukraine (regional state administrations, State Agency of Automobile Roads of Ukraine, JSC “Ukrainian Railways”, Ukrainian Sea Ports Authority (USPA), etc).

During the webinar, a presentation was displayed to the participants, illustrating the benefits of the SOURCE platform.

Chief Operating Officer at Sustainable Infrastructure Foundation, Pierre Sarrat, has told the delegates about the general approach to the integration of the platform in Ukraine, elaborating on related events organized by SIF.

Taras Boichuk, the head of the  PPP management office SPILNO, has presented to the participants an interactive walkthrough and a detailed presentation of SOURCE’s framework, adapted to Ukraine’s PPP and Concession projects.

During the event, key outcomes of policy due diligence were presented. This was followed by a discussion on the proposed approach to pilot project implementation and SOURCE integration.

One of the final stages of the webinar was the presentation on the next steps of SOURCE integration in Ukraine. These steps are:

  • The development of institutional capacity via the organization of practical training sessions for the Ministry for Development of Economy, Trade and Agriculture of Ukraine and project teams of PPP project initiators from the public sector;
  • Launching the SOURCE pilot phase by creating projects on the platform and organizing feedback;
  • The preparation of a final report on the evaluation of the pilot phase
  • The integration of SOURCE and Prozorro using the application programming interface (API).

During the webinar, participants agreed on the scope and strategy of integration and use of the SOURCE platform in Ukraine for PPP projects and concessions. They have also discussed the organization of the following events that will mark the commencement of the first phase of integration.
