One more pilot public investment project has begun preparations under the Ukraine Government PPF

On 17 June 2026, a contract was signed with the retained consultant – Limited Liability Company “KPMG-Ukraine”– and a kick-off meeting was held to focus on preparing a preliminary feasibility study for one of the first pilot projects – “Construction of the common use and state level road M-15 Odesa–Reni (to Bucharest)”, which was identified by the Government of Ukraine as a priority project and allocated by the Project Preparation Unit (PPU) to Ukraine Government PPF and PREPARE Ukraine in ccoperation with Ukraine FIRST IPF (EIB).

The meeting marked the official commencement of the preparation of the Construction of the common use and state level road M-15 Odesa–Reni (to Bucharest), a strategic transport corridor connecting the southern part of Odesa region with the Danube ports and international border crossing points.

On 28 October 2025, the PPP Agency, the State Agency for Infrastructure Restoration and Development of Ukraine (Agency for Restoration), and the Service for Restoration and Infrastructure Development in Odesa Region (Service for Restoration) entered into a Memorandum of Understanding and a Cooperation Agreement to establish the framework for cooperation and the provision of technical assistance for the preparation of the pilot project.

The M-15 Odesa – Reni (toward Bucharest) highway is a strategic transportation corridor connecting the southern part of the Odesa region with the Danube ports and international border crossings.

As part of its activities, the Ukraine Government PPF divided the work into two parts:

Part 1– the initial preparatory phase, focused on data collection, analysis of demand and traffic flows, and the conduct of the first pre-investment study – Strategic alternatives analysis for transport corridor M-15 Odesa – Reni. The PPP Agency, together with the Technical Support Contractor (TSC) team, has already prepared a report on the study’s results.

Part 2 – a comprehensive preliminary feasibility study (in line with international practices) for the M-15 Odesa – Reni transport corridor – is the subject of this task.

To this purpose, the PPP Agency, under the PREPARE Ukraine Project, organized and conducted the procurement of Consultancy services on preparing a pre-investment study – pre-feasibility study (according to international practices) for the transport corridor M-15 Odesa – Reni, in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (September 2023).

On June 17, 2026, a contract was signed with Limited Liability Company “KPMG-Ukraine” (hereinafter referred to as the “Consultant”).

During the first kick-off meeting, key stakeholders representing the Agency for Restoration, the Service for Restoration, and the PPP Agency/Project Implementation Unit (PIU) discussed and agreed with the Consultant’s team on the approach to the assignment, work plans, key commitments, and next steps.

Ivan Lukeria, Deputy Head of the Agency for Restoration, emphasized the strategic importance of the project for the development of Ukraine’s transport infrastructure and its integration into the European transport network. According to him, the project envisages the comprehensive modernization of approximately 300 km of highway infrastructure, as well as consideration of the construction of a new bridge crossing over the Danube River. He stressed that a systematic approach to project preparation, including developing the project concept, conducting the necessary studies, preparing a preliminary feasibility study, and exploring potential financing sources in parallel, creates the conditions for achieving tangible results in the medium term. The project is expected to improve Ukraine’s transport connectivity with Southern European countries, enhance road safety, and support the development of passenger and freight transport.

Niko Gachechiladze, Director of the PPP Agency and Head of the PIU, noted that:

• within the framework of the preliminary feasibility study, the results of the analysis of strategic initiatives and the role of the M-15 corridor will be thoroughly assessed in order to identify development options;

• the detailed configuration of each alternative option, as well as the prerequisites for their potential phased implementation, should be further elaborated.

Particular attention was drawn to the significance of this pilot project, as the outcomes of the pre-investment study – the comprehensive preliminary feasibility study – will serve as the basis for further project preparation and future investment decision-making.

The high-quality preparation of this project in accordance with international standards will provide for the assessment of the proposed project of the development of the M-15 Odesa – Reni transport corridor and its defined sub-projects with respect to strategic, technical, economic, social, environmental and social grounds and to prioritize and structure the investments for phased implementation. Potential sub-projects may include the identification and evaluation of development options for the M-15 transport corridor and possible /existing sub-projects (e.g., road repair, rehabilitation, widening, reconstruction and building of bridges, bypasses, and logistics nodes, or suitable combinations thereof, etc.). It will be critical for unlocking investment opportunities and facilitating successful project implementation.

The Consultant’s team presented a comprehensive work plan for the next eight months, structured around preparing the required documents and procedures.

The participants reached a consensus on the immediate operational steps and agreed on the upcoming joint activities and cooperation arrangements.
