The PPP Agency team is looking for qualified specialists and experts

The PPP Agency is part of the Ministry of Economy and is a state-owned non-profit organization whose activities are based on cooperation with executive bodies, other state authorities, and local self-government bodies to implement measures aimed at high-quality preparation and implementation of investment-attractive projects in Ukraine in the field of subsoil use and infrastructure covered by the Agreement between the Government of Ukraine and the Government of the United States of America on the Establishment of the US-Ukraine Reconstruction Fund (URF) (ratified by Law of Ukraine No. 4417-IX of May 8, 2025), projects within the framework of public investment management (PIM), PPP and concession projects, including with the support and in close cooperation with international financial organizations (IFOs) and development finance institutions (DFIs).

In order to strengthen the institutional capacity of the PPP Agency, we are looking for qualified specialists and experts to implement tasks in two strategic areas of activity:

I. Representing Ukraine’s interests in the United States-Ukraine Reconstruction Fund. 

The United States-Ukraine Reconstruction Fund (URF) is a joint initiative of the Ukrainian and US governments, created to attract private investment in strategically important sectors of the Ukrainian economy.  The fund was officially launched on May 23, 2025.

On November 5, 2025, the Cabinet of Ministers of Ukraine adopted a resolution “On Certain Issues of Ensuring the Implementation of the Agreement between the Government of Ukraine and the Government of the United States of America on the Establishment of the United States-Ukraine Reconstruction Fund,” confirming Ukraine’s readiness to deepen economic cooperation with the United States and jointly implement large-scale investment projects in strategic sectors.

II. Implementation of the new state policy on public-private partnerships (PPPs) in accordance with the new legislation.

The long-awaited draft law No. 7508, which amends PPP legislation and simplifies the mechanisms for attracting private investment, was adopted in June 2025 and came into force on October 31, 2025. This means that new opportunities are now opening up for infrastructure and economic restoration, not only through budgetary funding, but also through collaboration with businesses and international donors. PPP and concession projects will be one of the key mechanisms for the country’s recovery, particularly with regard to public infrastructure.

The PPP Agency is looking for the following specialists and experts:

– Lawyer / Legal expert

– Financier to ensure the operational activities of the PPP Agency and support its participation in international agreements

– Investment expert

– Mineral resources expert

LAWYER / LEGAL EXPERT

The lawyer / legal expert will perform tasks necessary for legal support of national and international projects:

  • Conducting comprehensive legal due diligence of investment projects, PPP projects, and concessions.
  • Participating in the preparation of project documentation (concept notes, feasibility studies, tender proposals).
  • Developing and analyzing draft PPP/concession agreements, participating in negotiations.
  • Supporting the PPP Agency’s participation in international investment funds (analysis of investment agreements, preparation of draft decisions, etc.).
  • Providing advice on the application of international law and dispute resolution.

Requirements for candidates:

  • Higher legal education (master’s degree or equivalent).
  • At least 3 years of professional experience.
  • In-depth knowledge of Ukrainian commercial, civil, and contract law.
  • Fluency in Ukrainian and English (Advanced/Fluent level), including a thorough command of legal terminology.

The following would be a significant advantage:

  • Experience in supporting complex international transactions or working with investment funds.
  • Experience of working directly in the field of public-private partnerships (PPPs).
  • Practical experience of working with agreements governed by foreign law (particularly US and UK law).
  • Understanding of international commercial arbitration procedures.
  • Knowledge of US law (particularly in Delaware and New York), and of US and EU sanctions law.

FINANCIAL SPECIALIST TO SUPPORT THE OPERATIONAL ACTIVITIES OF THE PPP AGENCY AND ITS PARTICIPATION IN INTERNATIONAL AGREEMENTS

The financier to support the operational activities of the PPP Agency and its participation in international agreements will ensure the PPP Agency’s effective financial management and support its participation in international agreements by performing the following tasks:

(i) Financial support for participation in the United States-Ukraine Reconstruction Fund (Fund):

  • Performing financial analysis and accounting for Ukraine’s contribution to the Fund’s capital in the form of a Royalty Interest.
  • Analyzing and modeling the financial aspects of the Fund’s potential investment projects.
  • Preparation of financial feasibility and calculations for Ukraine’s representatives on the Steering Board and its committees.
  • Participation in the financial monitoring of the Fund’s projects, analysis of portfolio companies’ financial statements.
  • Interaction with the Fund’s Audit Committee and preparation of data for audit.

(ii) Financial management of the PPP Agency’s operational activities:

  • Participation in the preparation and implementation of the PPP Agency’s annual financial plan and report on its implementation.
  • Management of the PPP Agency’s revenues and expenditures financed from various sources (state budget, paid services, grants).
  • Preparation and submission of budget and financial reports to authorized and supervisory bodies.
  • Calculation and control of labor costs, administrative and other operating expenses.
  • Interaction with the State Treasury Service and banking institutions.

Requirements for candidates:

  • Higher education in finance, economics, auditing, or related disciplines. International certifications will be a significant advantage.
  • At least 5 years of professional experience in corporate finance, financial management, or auditing.
  • Experience in financial management in the public sector, particularly with budget funds.
  • In-depth knowledge of the Budget and Tax Codes of Ukraine, national accounting regulations (standards).
  • Understanding of the principles of International Financial Reporting Standards (IFRS).
  • Fluency in Ukrainian and working knowledge of English for analyzing transactions and preparing financial documents.
  • Advanced knowledge of MS Excel (including financial modeling), experience with accounting software and budget reporting systems.

INVESTMENT EXPERT

The investment expert will provide comprehensive financial and economic analysis and support for investment projects, performing the following tasks:

(i) Financial and economic analysis and modeling:

  • Development of detailed financial models for appraising investment projects.
  • Calculation of key investment indicators (NPV, IRR, PI, DPP).
  • Conducting sensitivity and scenario analysis.

(ii) Market and risk analysis:

  • Conducting market, demand, and supply analysis in relevant sectors of the economy.
  • Assessment of project risks and their distribution between public and private partners.
  • Conducting a feasibility analysis of the project (including a Value for Money analysis, including the calculation of a Public Sector Comparator (PSC) cost model.

(iii) Preparation of investment documentation:

  • Preparation of feasibility studies (FS) and concept notes.
  • Creation of investment teasers, memorandums, and presentations for potential investors and financial institutions.

(iv) Support of the negotiation process:

  • Participation in negotiations with investors, creditors, and consultants.
  • Provision of analytical support and feasibility studies for the financial and economic aspects of projects.

Requirements for candidates:

  • Higher education (master’s degree or equivalent) in economics, finance, or investment management.
  • At least 5 years of proven experience in investment analysis, project financing, private equity, or corporate finance. Experience in public-private partnerships (PPPs) will be a significant advantage.
  • Proficiency in financial modeling techniques.
  • Deep understanding of project finance principles and methods of investment appraisal.
  • Knowledge of international financial reporting standards (IFRS).
  • Professional certifications (CFA, ACCA) are an advantage.
  • Fluency in Ukrainian and English at an Advanced/Fluent level.

MINERAL RESOURCES EXPERT

The mineral resources expert will perform tasks necessary to support investment projects in the field of subsoil use and mineral extraction:

(i) Technical expertise of projects:

  • Conducting comprehensive technical expertise of potential investment projects in the field of subsoil use and mineral extraction.
  • Assessment of the feasibility of deposit development plans, technological solutions, and capital expenditures.

(ii) Analysis of geological data and resources:

  • Analysis of geological information, exploration data, resource and reserve assessment reports.
  • Verifying the compliance of resource and reserve assessments with international standards (e.g., JORC, PRMS).

(iii) Support for investment agreements (Due Diligence):

  • Participating in comprehensive technical due diligence of projects.
  • Preparation of technical conclusions and recommendations for the Fund’s Investment Committee.

(iv) Monitoring and compliance:

  • Monitoring of the operational activities of financed projects.
  • Monitoring of compliance with environmental, social, and governance (ESG) standards in projects.

Requirements for candidates:

  • Higher education (master’s degree or equivalent) in geology, mining engineering, oil and gas, or related fields.
  • At least 5 years of proven professional experience in the extractive industries (oil and gas, mining). Required experience in resource/reserve assessment, field development, or technical project auditing. Experience in public-private partnerships (PPPs) would be an advantage.
  • In-depth knowledge of geology and mineral field development technologies.
  • Practical experience with international reserve classification systems (JORC, PRMS, etc.).
  • Ability to work with specialized software (e.g., Petrel, Surpac) is an advantage.
  • Fluency in Ukrainian and English at the Advanced/Fluent level.
