The PPP Agency is inviting expert-consultants to strengthen the capacity of the Agency for Restoration and participate in the preparation of public investment projects

The International Bank for Reconstruction and Development (IBRD) will assist Ukraine in financing the Project “Preparation of Sustainable Projects to Promote the Recovery of Ukraine (PREPARE Ukraine)”(hereinafter referred to as the Project), which is aimed at supporting Ukraine in preparing for the implementation of projects submitted to the PPP Agency under the Ukraine Government PPF prioritized as part of the Ukraine public investment management (“PIM”) process and approved by the Strategic Investment Council, and at the same time building the capacity of the Government of Ukraine to ensure effective management of public investments.

The State Agency for Infrastructure Restoration and Development of Ukraine (Agency for Restoration), and the PPP Agency, aiming for partnership and mutual support in areas related to the preparation of high-quality priority public investment projects, signed a Memorandum of Cooperation within the framework of the Ukraine Government PPF and the PREPARE Ukraine project in September 2025.

In order to support capacity development of the Agency for Restoration to ensure the preparation of high-quality projects in various sectors, the PPP Agency announces a seeking for the services of three Expert-Consultants to strengthen the institutional and technical capacities of the Agency for Restoration.

The Expert-Consultants will provide services to the PPP Agency. Still, they will work inside and with the Agency for Restoration team to provide support during the preparation of priority investment projects:

I. Financing Expert,

II. Engineer,

III. Environmental and Social Expert.

FINANCING EXPERT

The Financing Expert will perform those tasks needed to support the Agency for Restoration team to prepare priority public investment projects, including without limitation the following tasks:

• Analysis of the financial and economic case for the proposed projects to inform the government’s investment decision (incorporating financial viability assessment, fiscal impact analysis and economic appraisal); detailed legal and regulatory due-diligence and preparation of modifications required to support the proposed project; 
• Financial structuring to attract private funds and/or share risks with private sector, as and where appropriate: assessment of proposed financing mechanisms and potential for maximizing the participation of private sector in project financing (e.g. through a range of PPP/concession structures), preparation of risk allocation matrices, proposed contractual structure and its commercial viability, initial market sounding with potential investors;
• Assistance during projects pre-feasibility analysis and concept definition.

Location: Kyiv

Duration of services: the services shall be provided from the start of the implementation period for 1 calendar year (Approximately from 01 December 2025). The services will be provided on a full-time basis with 3 months probation period and option to extend subject to agreement of the Head of the PPP Agency, agreement of the Head/Deputy Head of the Agency for Restoration and the Consultant’s appropriate performance of the services.

ENGINEER

The Engineer will perform those tasks needed to support the Agency for Restoration team to prepare priority public investment projects, including without limitation the following tasks:

• Technical engineering assistance and coordination in assessment, selection and preparation of projects;
• Technical review and assistance in development of project preparation requests;
• Review and coordination of technical feasibility and engineering cost estimates studies, concept designs, geotechnical or resource assessments, detailed designs for construction projects in line with Ukraine requirements (including environmental & safety), construction project drawings and specifications (construction documents) and other design documents. Identifying deficiencies, providing recommendations, and, if necessary, proposals for appropriate corrective actions;
• Technical analysis of projects viability, selection and prioritization of projects including use of routing criteria; assistance in analysis of projects’ environmental and socially sustainability.

Duration of services: the services shall be provided from the start of the implementation period for 1 calendar year (Approximately from 01 December 2025). ENVIRONMENTAL AND SOCIAL EXPERT

The Environmental and Social Expert will perform those tasks needed to support the Agency for Restoration team to prepare priority public investment projects, including without limitation the following tasks:

• Contribute and/or prepare screenings and identification and management strategies for E&S risks and impacts  of each project at early stages of concept development.     
• Develop TORs and Review/gap identification and quality assurance of Environmental and Social (E&S) studies (including Environmental and Social Impact Assessments (ESIAs) of each project, consistent with the EU, World Bank, other donors’ Environmental and Social Framework (ESF).  This may include ESIAs and other E&S assessments for the eventual investment, commensurate with the E&S risks of the project, and its design stage (conceptual versus detailed). Therefore, E&S studies may be integrated into feasibility studies, or may be stand-alone and preliminary in nature, limited to issue spotting and risk assessment, and will include specifications for future assessments that can also be adapted to meet the specific E&S standards of future financiers, once identified.  
• Assessments of designs for construction projects in line with EU, World Bank, other donors’ E&S requirements, Ukrainian National Rules as well as consistent with E&S studies.  Incorporate E&S provisions into procurement documents
• Coordination of other E&S related activities, preparation of E&S documentation and reporting.
• Review the capacity building plan and customize it as per the requirement of the project and will deliver the training.
• Co-ordinate with the PIU E&S specialist for quality control of the monitoring report before sharing with the World Bank. 
• Communication with the Agency for Restoration team, donors E&S teams, PIU E&S team on E&S related topics. 
• Supporting engagement and consultation on environmental and social studies with affected communities and other stakeholders including civil society.
