The workshop “Public-Private Partnership (PPP): Win-Win Cooperation” workshop for employees of executive bodies of territorial communities of Odesa region
On October 30, 2024, to increase the institutional capacity of local governments in the field of PPP, the PPP Agency, with the support of the Odesa Regional Development Agency, organized training and provided consultations for employees of executive bodies of territorial communities and municipal enterprises of Odesa region – representatives of potential public sector project initiators.
Recognizing that the implementation of well-structured PPP projects will contribute to the restoration, reconstruction, and development of sustainable, inclusive, green, cost-effective, fiscally sustainable, and high-quality infrastructure in Ukraine (according to the “build back better” concept), as well as to ensure equal access to quality public services and infrastructure, the PPP Agency continues to provide comprehensive organizational and advisory support to the public sector, disseminating experience and knowledge in the field of PPP, establishing feedback and ensuring openness to information exchange.
During the workshop “Public-Private Partnership (PPP): Win-Win Cooperation”, Niko Gachechiladze, Director of the PPP Agency, noted the key success factors of PPP projects in Ukraine, shared successful cases from Western Europe and Asia, and spoke about:
- main features and benefits of the PPP mechanism,
- stages of the PPP project life cycle,
- basic considerations and best practices for structuring PPP projects, including international experience in implementing projects in Croatia, Spain, Serbia, Colombia, Lithuania and Japan, as well as important aspects of optimal risk allocation in PPP projects,
- improving the PPP framework in Ukraine and realizing the potential of attracting private capital on PPP basis,
- effective diversification of financing methods and sources (combining private investments, grants, and budget funds) for the simultaneous reconstruction of a large number of infrastructure facilities on the PPP basis.
The next steps towards building networking with all participants in the PPP system and creating conditions for the development and implementation of pilot PPP initiatives are as follows
- PPP Agency ensures the identification, prioritization, and selection of PPP projects in priority sectors in accordance with unified approaches to the selection and evaluation (screening) of public investment projects,
- PPP Agency provides comprehensive support to public sector project initiators to improve their institutional capacity, prepare and implement well-structured “on-time” PPP and concession projects using the best international practices, and expand cooperation with international partners.
